    Melt butter in saucepan over low heat.

    Blend in flour,salt,pepper.

    Cook over low heat,stirring until mixture is smooth and bubbly.

    Remove from heat.

    Heat to boiling, stirring constanty.

    Boil and stir 1 minute.
