- 1/4 c. all-purpose flour
- 3 Tbsp. salad oil
- 3 to 4 lb. lean stew beef
- 1 Tbsp. salt (scant)
- 1/4 tsp. pepper
- 1 1/4 c. water
- 1 (8 oz.) can tomato sauce
- 1/2 c. (or more) chopped onion
- 1/2 c. (or more) chopped green pepper
- 4 or 5 medium potatoes, quartered
- 4 carrots, thinly sliced
- 1/2 c. chopped celery
Directions

1Brown the flour in oil to make a smooth paste.

2Add meat, salt and pepper.

3Stir until meat is coated with paste.

4Add water and tomato sauce; mix well.

5Cover and simmer 1 1/2 hours (or until tender).

6Add vegetables and cook until tender.
