  • 1 1/4 c. cold water
  • 1/4 lb. unsalted butter
  • 1 c. finely chopped celery
  • 1/2 tsp. ground red pepper
  • 1/4 tsp. white pepper
  • 1/4 tsp. salt
  • 1/2 c. finely chopped green onions
  • 2 c. heavy cream
  • 3 doz. small to medium oysters in liquor

Directions
