- 2 lb. lean beef, cut into cubes
- 1/4 c. flour
- 2 Tbsp. oil
- 1 c. chopped onion
- 2 cloves minced garlic
- 2/3 c. diced celery
- 1/4 c. chopped parsley
- 1/2 tsp. rosemary
- 1/4 tsp. each black pepper, thyme and oregano
- 1/2 c. dry red wine
- 1 c. water
- 4 medium potatoes, quartered
- 4 c. sliced carrots
