  • 1 medium head cabbage
  • 1 1/2 cans tomato soup
  • 1 can water
  • 1 lb. ground chuck
  • 1/2 c. chopped onions
  • 1/3 c. chopped bell peppers
  • 1/2 c. uncooked rice
  • 1 c. grated cheese
