- 1 lb. ground beef
- 1/2 c. chopped onions
- 1/4 c. chopped celery
- 1/4 c. chopped bell pepper
- 1 (8 oz.) can tomato sauce
- 1 can whole tomatoes
- 2 Tbsp. chili powder
- salt
- black pepper
- red pepper
- 1 c. raw rice
Directions

1Clean cabbage and wilt in warm water.

2Mix all ingredients, except some of the sauce.

3Roll mixture into cabbage leaf tightly. Put in a pan.

4Pour remaining tomato sauce.

5Cover with foil. Bake for about 1 hour at 350°.
