  • 1 tsp. salt
  • 1 Tbsp. black pepper
  • 1 c. water
  • 2 onions
  • 1 can chili beans
  • 1 tsp. cayenne pepper
  • 1/2 tsp. garlic powder
  • 1 lb. ground beef
  • 2 stalks celery
