  • 2 cups all-purpose flour
  • 2 tablespoons butter
  • 12 teaspoon salt
  • 2 teaspoons baking powder
  • 2 teaspoons sugar
  • 23 cup milk

Directions

    Sift the dry ingredients into a bowl, then cut in the butter with a knife until the mixture resembles bread crumbs.
