   Mix together the flour and the salt in a medium saucepan.

   Add the cold water to the dry ingredients.

   Beat with an eggbeater until smooth.

   Add the hot water.

   Boil until glossy with the consistency of thick starch (5 to 10 minutes) or heavy cream sauce.
