- 1 pound Tilapia Fillets, Boneless, Cut Into 2 Inch Pieces
- 1/2 whole Lemon, Juiced
- 1 teaspoon Salt
- 1 teaspoon Pepper
- 1 teaspoon Cayenne
- 4 Tablespoons Canola Oil, Divided
- 1 cup Broccoli
- 1 whole Large Potato (cut Into 1-Inch Pieces)
- 2 whole Carrots, Peeled And Chopped Into Coins
- 1 whole Red Bell Pepper, Cut Into 1 Inch Pieces
- 2 whole Serranos, Slit, Deseed If Necessary
- 1 teaspoon Ginger, Chopped Fine
- 3 whole Green Onions, Cut Into 1/2 Pieces
- 1/2 cups Frozen Peas
- 3 Tablespoons Butter, Divided
- 2 Tablespoons All Purpose Flour, Heaped
- 2 cups Very Warm Milk
- 1/2 cups Shredded Cheese Of Choice
- 1 teaspoon Salt
- 1 teaspoon Pepper
- 1 cup Breadcrumbs
Directions

1Preheat oven to 400 degrees F.

2Season fish pieces with lemon juice, salt, pepper and cayenne.

3Place in a foil-lined baking sheet.

4Pour 2 tablespoons oil over fish.

5Bake fish for 12 minutes (fish may not be done, the final cooking will happen later).

6Take out of oven.

7Reduce oven temperature to 350 degrees F.

8Steam broccoli in microwave until soft but florets retain color.

9In the remaining 2 tablespoons oil, over medium heat, saute potatoes and carrots for 4 minutes.

10Add in bell pepper, serranos, ginger and green onions and cook for an additional 3 minutes.

11Take off heat.

12Stir in broccoli, drained of any water.

13Add in peas.

14Take out serranos or jalapenos, if needed, at this point.

15Add in 1 tablespoon butter to the vegetables, let melt.

16Stir in all purpose flour.

17Combine with vegetables using a wooden spoon for a minute, allowing flour to cook through.

18Stir in milk, let boil and simmer for 1 minute or so.

19Add cheese and let melt into sauce and vegetables.

20Take off heat.

21Mix in salt and pepper.

22In an oven proof casserole pan, begin layering sauce and fish pieces.

23Starting with the sauce, pour in a couple of ladlefuls as a base.

24Then place 4-6 fish pieces on top of sauce.

25Repeat until you end with sauce.

26Top with breadcrumbs and remaining butter, divided into pats.

27Bake final dish for 20 minutes in 350 degrees F oven.
