- 1/4 c. instant nonfat dry milk powder
- 1 c. water
- 1 Tbsp. margarine
- 2 Tbsp. all-purpose flour
- 1/8 tsp. white pepper
Directions

1Combine milk powder and water.

2Stir well and set aside.

3Melt margarine in a small, heavy saucepan over medium heat.

4Add flour and pepper.

5Cook 1 minute, stirring constantly with a wire whisk. Gradually add milk, stirring constantly.

6Cook, stirring constantly, an additional 10 minutes or until thickened and bubbly.

7Yields 1 cup.
