- 1 pkg. tortillas, cut in 1-inch strips
- 1 can tomato soup or canned tomatoes
- 2 to 3 Tbsp. chili powder
- 2 Tbsp. flour
- 1 lb. ground beef
- 1 large onion, chopped
- 1 large can evaporated milk
- 1 c. grated cheese (American)
Directions

1Brown meat and onion in a bit of oil; add flour, chili powder and 1 cup of water and let simmer, stirring occasionally, for 30 minutes.

2Grease a 2-quart casserole and put in half of tortilla strips.

3Combine soup or tomatoes and cheese and mix in separate bowl.

4Place half of meat mixture on top of tortillas, then add a layer of cheese mix.

5Repeat layers once, ending with cheese mix on top.

6Bake at 375° for 35 to 45 minutes.
