  • 2 c. all-purpose flour
  • 2 tsp. baking powder
  • 1 1/2 Tbsp. sugar
  • 1/2 tsp. ground cinnamon
  • 1/4 tsp. salt
  • 3 Tbsp. chilled stick margarine, cut into small pieces
  • 1/2 c. raisins
  • 3/4 c. 1% low-fat milk
  • 1/2 c. sifted powdered sugar
  • 1 Tbsp. 1% low-fat milk

Directions

    Combine first 5 ingredients in a bowl; cut in margarine with a pastry blender until mixture resembles coarse meal.
