- 1 1/2 tsp. baking soda
- 1/2 tsp. baking powder

- 1/2 c. Hershey's cocoa
- 1 c. milk
Directions

1Cream together first four ingredients.

2Sift together flour with next four ingredients and combine all with 1 cup milk.

3Drop by tablespoon or teaspoon on ungreased baking sheet. Bake 7 minutes at 400°.

4Fill cookies with Devil Dog Filling and top with confectioners sugar.
