   Combine starch and 3/4 cup cold water in pan.

   Soak gelatin in the remaining 1/4 cup water.

   Add hot water to starch mixture and cook over medium heat until mixture boils clear, stirring constantly.

   Remove from heat; blend in softened gelatin.

   Add soap and stir until soap is dissolved.

   Cool.

   Divide into screw-top baby jars and add desired coloring.
