  • 4 tablespoons flour
  • 2 -4 lbs fish
  • 1 green bell pepper
  • 1 lemon
  • 1 onion
  • 1 bunch green onion
  • 1 stalk celery
  • 1 tomatoes
  • 1 garlic clove
  • 2 (14 ounce) cans beef broth
  • to taste paprika, thyme, pepper, white pepper, cayenne pepper, oregano, rosemary
