- 1 lb lean ground beef
- 2 cups tomato juice
- 1/2 cup chopped onion
- 1 cup potato, diced
- 1 cup carrot, diced
- 2 teaspoons salt
- 2 tablespoons butter
- 2 tablespoons flour
- 2 cups skim milk (or regular milk)
Directions

1In large pot, brown ground beef.

2Drain fat.

3Add tomato juice, onions, potatoes, carrots and salt.

4Cover and simmer until vegetables are tender (about 20 minutes).

5In a saucepan, melt butter.

6Stir in flour.

7Add milk slowly, stirring with a whisk.

8Cook, stirring constantly, until sauce thickens.

9Stir white sauce into first mixture.

10Serve.
