- 3 cups boiling water
- 2 cups milk
- 2 tablespoons butter, softened
- 2 tablespoons flour
- fresh ground pepper
Directions

1Boil onions in salted water for 30 minutes. Remove from heat, add milk, and return almost to boiling.
