  • 1 cup powdered sugar
  • 1 - 12 ounce frozen whipped topping, thawed and divided
  • 1 - 3 3/4 ounce vanilla instant pudding
  • 1 - 4 1/2 ounce chocolate pudding
  • 2 3/4 cups milk
