  • 1 tablespoon vegetable oil
  • 1 cup uncooked rice
  • 1 small onion, chopped
  • 12 green pepper, chopped
  • 1 teaspoon chili powder
  • 8 ounces tomato sauce
  • 2 12 cups hot water
