  • 1 onion
  • 1 green bell peppers or 1 red bell pepper
  • 3 tablespoons oil
  • 2 tablespoons flour
  • 2 cups salsa
  • 1/2 cup rice, uncooked
  • 1 teaspoon chili powder
  • 1 teaspoon salt
  • 1/4 teaspoon pepper
