Broccoli Cheese Soup

  • 6 c. water
  • 1 (10 oz.) pkg. frozen, chopped broccoli
  • 1 medium onion, chopped
  • 1 (8 oz.) loaf processed cheese spread, cubed or American cheese
  • black pepper to taste
  • 1/2 to 3/4 tsp. salt
  • 1/2 tsp. garlic powder
  • 1 c. milk
  • 1 c. half and half or evaporated milk
  • 1/4 c. margarine
  • 1/2 c. all-purpose flour
  • 1/2 c. cold water
