  • 1 oz. (1/4 c.) finely chopped green onions
  • 1/2 c. finely chopped celery
  • 3/4 c. finely chopped carrots
  • 3/4 c. finely chopped potatoes
  • 1/4 c. all-purpose flour
  • 3 c. boiling water
  • chicken base
  • 1 c. milk
  • 1 lb. grated cheese
  • 1/4 tsp. black pepper
