- 1tablespoon rice vinegar
- 1 1/2teaspoons toasted sesame oil
- 3cups vegetable oil
- 1jalapeno chile , stemmed, seeded, and sliced thin lengthwise
- 3garlic cloves , minced
- 2tablespoons grated fresh ginger
- 1/2teaspoon red pepper flakes
- 2scallions , sliced thin on bias
