  • 6 c. water
  • 1 Tbsp. salt
  • 1 medium onion, sliced
  • 1 1/2 c. celery, cut in 1/2-inch pieces
  • 1 c. carrots, cut in 1/2-inch pieces
  • 2 c. cold water
  • 3/4 c. flour
  • 2 (12 oz.) pkg. frozen shredded hash brown potatoes, thawed
  • 1 c. shredded sharp Cheddar cheese
  • 2/3 c. all-purpose flour
  • 2 tsp. salt
  • 1/4 tsp. pepper
  • 2 eggs, slightly beaten
