  • 1 lb. ground meat
  • 1 medium onion, diced
  • green onions, optional
  • minced garlic, optional
  • 1/2 large bell pepper
  • salt and pepper to taste
  • 1 can cream of mushroom soup
  • 1 can tomato sauce
  • 1 (12 oz.) bag macaroni
  • 3/4 lb. mild or medium Cheddar cheese
  • 1 1/2 soup cans water
