- 1- 3/4 cup Water, Divided
- 3/4 cups Flour
- 1/4 cups Cornstarch
- 1/4 teaspoons Salt
- 1/4 teaspoons Pepper
- 2 cups Panko Bread Crumbs
- 2 Tablespoons Orange Juice Concentrate
- 2- 1/2 Tablespoons Soy Sauce
- 13 cups Rice Vinegar
- 1 cup Brown Sugar
- 1/2 Orange Zest
- 1/2 teaspoons Ground Ginger
- 1/2 teaspoons Garlic, Minced
- 18 teaspoons Ground Red Pepper
- 2- 1/2 Tablespoons Cornstarch
- Cooked White Rice, To Serve

2Preheat your deep fryer or a pan filled with oil to 350-375 degrees F. 2.
