- 3 c. water
- 1 (12 oz.) can tomato paste
- 1 garlic clove, minced
- 1/4 tsp. pepper
- salt to taste
- 2 lb. ground beef
- 9 large flour tortillas (9-inch)
- 4 c. shredded Cheddar cheese
- 1 c. (16 oz.) refried beans, warmed
- taco sauce, sour cream, chili peppers, chopped onion and/or guacamole (optional)
Directions

1In a saucepan, combine the first 6 ingredients; simmer for 15 to 20 minutes.

2In a skillet, brown the beef.
