Star-Spangled Gumdrops

   Combine first 2 ingredients in medium bowl.

   Stir in 1 cup water; let stand 2 min.

   Bring remaining water to boil.

   Add to gelatin mixture; stir 3 min.

   until completely dissolved.

   Pour into 13x9-inch pan sprayed with cooking spray.

   Refrigerate 3 hours or until firm.

   Use 1-1/2-inch cookie cutter to cut gelatin into 70 star shapes.

   Roll, 1 at a time, in sugar until lightly coated.
