- 3 tablespoons unsalted butter, cut into 3 pieces
- 1/3 cup all-purpose flour
- 1 pound small red potatoes, unpeeled, quartered
- 4 carrots, peeled and cut into 1/2-inch pieces
- 2 tablespoons chopped fresh parsley
