- 1/2 c. Heavy Cream
- 1 c. Water
- 3 c. Milk (Whole works best)

1In a medium saucepan mix Cocoa Powder and sugar. Slowly mix in water, stir over medium low heat. Wait for the mixture to boil. Add vanilla, and stir consistently for 2 minutes. Add milk and heavy cream. Stir until scalding. Serve with marshmallows.
