   In small saucepan,

   stir

   together cornstarch, brown sugar, orange peel, salt,

   pepper,

   orange juice and vinegar.

    Cook, stirring constantly, until mixture

    thickens and boils.

    Boil and stir 1 minute.

    Stir in beets; heat thoroughly.
