  • 1 to 1 1/4 c. flour
  • 6 c. water
  • 8 Tbsp. beef bouillon
  • 1 to 2 tsp. pepper
  • 2 (1 lb.) cans tomatoes
  • 2 c. chopped carrots
  • 1 chopped onion
  • 20 oz. frozen mixed vegetables
  • 2 lb. ground beef, browned and drained
