  • 4 c. frozen hash browns, thawed
  • 3 Tbsp. vegetable oil
  • 1 lb. ground beef
  • 1 can cream of mushroom soup
  • 1/2 tsp. garlic powder
  • 1 (10 oz.) pkg. frozen mixed vegies
  • 1 c. (4 oz.) shredded cheese (half Jack and half Cheddar)
  • 1 (2.8 oz.) can Durkee French fried onion rings
  • 1/8 tsp. black pepper
  • 1 large onion and garlic
  • 1 can water

    In a shallow, 1 1/2-quart baking dish, combine potatoes, oil and black pepper.

    Firmly press mixture across bottom and up sides of dish to form a shell.
